True second

If you are running a WVYWA qualifier, are you required to have true second matches? I thought it was, but couldn't get them this weekend when I asked for them. Please, clear this up for us.

As far as I know there isn't true 2nd. Because they as far as I know do not get seeded. Only the champions do

With no info on WVYWA site we can't read the bylaws. But I don't remember anything about a true second last year.
